It has been mired with corruption and mismanagement for years.  <\/p>\n\n\n\n<p>At Honolulu Mayor Rick&#8217;s Blangiardi&#8217;s City Address on March 15, 2023, he stated that the average time for a permit approval was 300 days. Three hundred (300) days is actually on the fast track. <\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"858\" src=\"https:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-1024x858.png\" alt=\"\" class=\"wp-image-2784\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-1024x858.png 1024w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-470x394.png 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-768x644.png 768w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-1536x1287.png 1536w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM-624x523.png 624w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2023\/03\/Screen-Shot-2023-03-14-at-12.23.10-PM.png 1752w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>HB 538 states &#8221; then the applicable county planning or permitting agency shall commence foreclosure proceedings, <strong>judicial or nonjudicial<\/strong>, on the real property without delay.\u201d Guess which type of foreclosure the county is going to choose?<\/figcaption><\/figure>\n\n\n\n<p><strong>HB 538<\/strong> first started with<a href=\"https:\/\/www.capitol.hawaii.gov\/sessions\/session2023\/bills\/HB538_.PDF\"> wanting entry<\/a> into homes without consent. (Interestingly, another bill <a href=\"https:\/\/www.capitol.hawaii.gov\/session\/measure_indiv.aspx?billtype=SB&amp;billnumber=1468&amp;year=2023\">SB 1468<\/a> asks for <a href=\"https:\/\/countrytalkstory.com\/?p=2786\">surveyors entry<\/a> into any property too.)<\/p>\n\n\n\n<p> Page 2 of <a href=\"https:\/\/www.capitol.hawaii.gov\/sessions\/session2023\/bills\/HB538_.PDF\">HB 538<\/a> proposes:<\/p>\n\n\n\n<p><strong>46-A Authority to enter private property<\/strong>; zoning<br \/> violation. (a) Notwithstanding chapter 322, a county planning<br \/>or permitting agency may enter privately owned residential real                                 property, <strong>without the consent or cooperation<\/strong> of the owner or<br \/>occupant of the real property, for the purpose of investigating<br \/>any condition on the premises that the officer reasonably<br \/>believes may constitute a violation of any county zoning<br \/>ordinance, rule, or regulation that:<\/p>\n\n\n\n<p>On Page 4, it continues:<\/p>\n\n\n\n<p>\u00a746-B <strong>Penalties for unaddressed zoning violations.<\/strong> The<br \/>penalties for a violation of any county zoning ordinance, rule,<br \/>or regulation shall be as follows, regardless of whether a<br \/>county planning or permitting agency\u2019s investigation was<br \/>conducted <strong>without the owner\u2019s or occupant\u2019s consent<\/strong> or<br \/>cooperation pursuant to section 46-A(a) or by other means:<\/p>\n\n\n\n<p>(1) An owner of real property who fails to remediate all<br \/>conditions that gave rise to issuance of the notice of<br \/> violation, to the agency\u2019s satisfaction and within the<br \/> agency\u2019s specified time frame, shall be assessed by<br \/>the agency <strong>a fine of not less than $1,000 for each day<\/strong><br \/> the violation persists;<\/p>\n\n\n\n<p> (2) <strong>If fines assessed to the owner of real property exceed<\/strong><br \/><strong>$5,000,<\/strong> then the notice of violation shall constitute<br \/> <strong>a lien<\/strong> upon the real property <strong>within thirty days<\/strong>; and<\/p>\n\n\n\n<p>(3) If <strong>within thirty days<\/strong> of receiving notice of the lien,<br \/>the owner of real property fails to:<br \/> (A) Satisfy the lien specified in paragraph (2); and                                                                        (B) Commence and diligently conduct remediation of<br \/>all conditions that gave rise to issuance of the<br \/>notice of violation, to the agency\u2019s<br \/>satisfaction, then the applicable county planning or permitting<br \/>agency shall commence foreclosure proceedings,<br \/>j<strong>udicial or nonjudicial<\/strong>, on the real property without<br \/>delay.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Did a group of politicians woke up one morning and decided to attack the US Constitution or something?
