The \u201c<strong>Hawaii State Plan<\/strong>\u201d HRS \u00a7226 \u2013 aim for wise use of Hawaii&#8217;s resources and to guide future development of the State. It includes providing a basis for determining priorities and allocating limited resources, such as public funds, services, human resources, land, energy, water, and other resources.<\/p>\n<p style=\"text-align: justify;\">On the county level, the \u201c<strong>General Plan<\/strong>\u201d is a requirement of the City Charter.\u00a0 The desirable future for the Island of Oahu is organized through deliberations on the long-range social, economic, environmental, and design objectives for the general welfare and prosperity of the people of Oahu.<\/p>\n<p style=\"text-align: justify;\">This <strong>General Plan<\/strong> balances eight (8) different diversified regional plans for the island of Oahu.<\/p>\n<ol>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Primary Urban Center<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Central Oahu<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ewa (Secondary Urban Center)<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 East Honolulu (Urban Fringe)<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ko\u2019olaupoko (Urban \u2013Fringe)<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Ko\u2019olauloa\u00a0 (Rural)<\/strong><\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 North Shore (Rural)<\/li>\n<li>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Waianae (Rural)<\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\u00a0<a href=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/General-plan-map.png\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-738 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/General-plan-map-470x416.png\" alt=\"General plan map\" width=\"592\" height=\"524\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/General-plan-map-470x416.png 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/General-plan-map.png 601w\" sizes=\"auto, (max-width: 592px) 100vw, 592px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The Oahu General Plan designates <a href=\"http:\/\/www.honoluludpp.org\/Planning\/DevelopmentSustainableCommunitiesPlans\/KoolauloaPlan.aspx\">Ko\u2019olauloa<\/a>\u00a0 as RURAL where &#8220;agricultural lands are preserved for agricultural uses,&#8221; with &#8220;the &#8216;ahupuaa concept as the organizing basis for land use planning and natural resource management in Ko&#8217;olau Loa.&#8221;<\/p>\n<p style=\"text-align: justify;\">It further specifies that Koolauloa&#8217;s natural resources and predominantly &#8220;rural&#8221; character should be maintained by allowing only limited development in established communities, and that agricultural lands along the Windward be maintained for diversified agriculture. Open space and view planes are also valued.<\/p>\n<p><a href=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/IMG_1437.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-326 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/IMG_1437-300x225.jpg\" alt=\"IMG_1437\" width=\"563\" height=\"422\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/IMG_1437-300x225.jpg 300w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/IMG_1437-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 563px) 100vw, 563px\" \/><\/a><\/p>\n<p><strong>Bill 47 &#8211; \u00a0Mayor Mufi Hannemann\/Caldwell\u2019s Footprint:<\/strong><\/p>\n<p style=\"text-align: justify;\">The current Bill 47 is the 2010 Hannemann\/Caldwell Draft of Koolauloa Sustainable Communities Plan (KSCP). \u00a0This 2010 Hannemann\/Caldwell KSCP Draft <a href=\"%20http:\/\/www.staradvertiser.com\/editorials\/20101223_development_ideas_contradict_general_plan.html?\">contradicts\u00a0<\/a> the values and vision as outlined in the 1999 KSCP , the Oahu General Plan, and Hawaii 2050 Plan.<\/p>\n<p style=\"text-align: justify;\">Mayor Mufi Hannemann unilaterally inserted the new subdivision at<a href=\"https:\/\/www.youtube.com\/watch?v=GDKyqRkedXc%20\"> Malaekahana\u00a0<\/a> into the 2010 KSCP Draft just before he resigned to run for the 2010 gubernatorial race. His Managing Director Kirk Caldwell became the Acting Mayor.<\/p>\n<p style=\"text-align: justify;\">This Hannemann\/Caldwell 2010 Draft created much friction and push back from Ko\u2019olauloa<a href=\"%20http:\/\/www.youtube.com\/watch?v=iAOHUgKIHRE \"> residents<\/a>.<\/p>\n<p style=\"text-align: justify;\">Moving the Community Growth Boundary to Malaekahana for 875 homes, a regional commercial center, industrial, technology parks, schools, and vacation cabins on 900 acres (now 300) of agricultural lands obviously violates the KSCP and Oahu General Plan.<\/p>\n<p><strong>Mayor Kirk Caldwell Follows Mufi\u2019s \u00a0Footsteps:<\/strong><\/p>\n<p style=\"text-align: justify;\">Mayor Kirk Caldwell continues his support for a new subdivision in Malaekahana based on <a href=\"%20 https:\/\/www.youtube.com\/watch?v=JpOhT2Csv1U\">alleged<\/a>\u00a0\u201coverwhelming support for affordable housing and that it could be provided by HRI\u201d and that \u201cEnvision Laie is a long range proposal to grow the Brigham Young University of Hawaii (BYUH) and associated support services.\u201d<\/p>\n<p style=\"text-align: justify;\">Furthermore, Caldwell also supports the highly controversial <strong>Koa Ridge<\/strong> and <strong>Ho\u2019opili<\/strong> subdivisions by arguing it is in the Oahu General Plan that was initiated in the 1970s.<\/p>\n<p style=\"text-align: justify;\">Factually, the rural KSCP that they chose to violate has also been in the same Oahu General Plan since the 1970s! He cannot decide when to wave the Oahu General Plan card or when to ignore it.<\/p>\n<p><strong>Honolulu Rail and the \u201cKeep the Country Country\u201d Rationale.<\/strong><\/p>\n<p><strong><a href=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/KTCC-photo.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-740 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/KTCC-photo-470x264.jpg\" alt=\"KTCC photo\" width=\"613\" height=\"345\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/KTCC-photo-470x264.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2015\/03\/KTCC-photo.jpg 960w\" sizes=\"auto, (max-width: 613px) 100vw, 613px\" \/><\/a><\/strong><\/p>\n<p style=\"text-align: justify;\">Mayor Kirk Caldwell and other rail advocates have repeatedly urged residents to support the Honolulu Rail \u00a0 in order to \u201cKeep the Country Country\u201d (to\u00a0 contain urban sprawl by concentrating development along the 21-mile rail corridor).<\/p>\n<p style=\"text-align: justify;\">This rationale for the Honolulu Rail and Transit-Oriented development in order to \u201c<em>Keep the Country Country<\/em>\u201d continues to be marketed today.<\/p>\n<p>We now respectfully ask Mayor Kirk Caldwell and others to be consistent and to walk the talk.<\/p>\n<p><strong>City Council Zoning and Planning Chair Anderson Corrects the Course:<\/strong><\/p>\n<p style=\"text-align: justify;\">We are heartened that the City Council Planning &amp; Zoning Committee Chair Ikaika Anderson has amended Bill 47 to now conform to the letter and spirit of the existing KSCP and the Oahu General Plan.<\/p>\n<p style=\"text-align: justify;\">This is a welcome action on many different<a href=\"%20 http:\/\/www.ilind.net\/2010\/12\/24\/envision-laie-commentary-misses-the-bigg\"> levels<\/a>.<\/p>\n<p style=\"text-align: justify;\">This Honolulu City Council has the opportunity to stem the divisiveness and <a href=\"%20http:\/\/hawaiiindependent.net\/story\/koolauloa-politics-heat-up \">pilikia<\/a> amongst Laie residents and the entire Ko\u2019olauloa moku on this issue alone.<\/p>\n<p style=\"text-align: justify;\">The common complaint has been that Mayor Mufi Hannemann offered special treatment to Laie due to his close <a href=\"%20http:\/\/archives.starbulletin.com\/content\/20090830_Laie_on_the_verge\">affiliations<\/a>.<\/p>\n<p style=\"text-align: justify;\"><strong>Envision Ko\u2019olauloa, not \u00a0Envision Laie.<\/strong><\/p>\n<p style=\"text-align: justify;\">These amendments, that many see as positive, to remove Malaekahana from the KSCP Draft will turn a page and heal the rift and <a href=\"%20 http:\/\/hawaiiindependent.net\/story\/koolau-loa-neighborhood-board-support-for-envision-laie-ruled-null-and-void\">angst<\/a>.<\/p>\n<p><a href=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/10\/Wai2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-81 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/10\/Wai2-300x225.jpg\" alt=\"Wai2\" width=\"576\" height=\"432\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/10\/Wai2-300x225.jpg 300w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/10\/Wai2-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The City Council\u2019s pono leadership to make things right will help restore respect\u00a0 and <a href=\"%20https:\/\/www.youtube.com\/watch?v=NsMUCxrVFOw \">neighborliness<\/a> along the Ko\u2019olauloa region.<\/p>\n<p style=\"text-align: justify;\">Above all, it will present new opportunities for hopeful residents to explore realistic goals for personal temporal well-being instead of depending on HRI\u2019s perennial <a href=\"%20https:\/\/www.youtube.com\/watch?v=GJi-pP4xqjE \">enticements<\/a> that have not come to fruition in decades. The carrot stick of \u201c<a href=\"%20http:\/\/www.youtube.com\/watch?v=d_oxlTXUB_s \">affordable housing<\/a>\u201d<a href=\"http:\/\/www.youtube.com\/watch?v=d_oxlTXUB_s\">\u00a0<\/a>\u00a0 is dangled whenever Zions Securities\/HRI needs community support for its own profit schemes.
