{"id":786,"date":"2016-05-07T00:15:55","date_gmt":"2016-05-07T10:15:55","guid":{"rendered":"http:\/\/countrytalkstory.com\/?p=786"},"modified":"2016-05-07T07:47:14","modified_gmt":"2016-05-07T17:47:14","slug":"mayor-kirk-caldwell-steals-from-non-profits-to-fund-his-13-million-pork-project","status":"publish","type":"post","link":"http:\/\/countrytalkstory.com\/?p=786","title":{"rendered":"Mayor Kirk Caldwell Steals From Non-Profits to Fund His $13 Million Pork Project"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-364 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/DSC08962-300x168.jpg\" alt=\"DSC08962\" width=\"529\" height=\"296\" \/><\/p>\n<p style=\"text-align: justify;\">For this 2016-2017 Budget Year, Honolulu Mayor Caldwell is siphoning another $1 Million of Federal HUD Community Development Block Grant (CDBG) towards his $13 Million Pork Project\u00a0in rural Hau\u2019ula, Oahu.<\/p>\n<p style=\"text-align: justify;\">The objective of these Federal HUD CDBG funds is \u201cto help improve the quality of life and create economic opportunities for its\u00a0recipients in low-and-moderate income communities\u201d.<\/p>\n<p style=\"text-align: justify;\">How does imposing an extravagant firehouse\u00a0relocation onto\u00a0rural Hau&#8217;ula&#8217;s\u00a0last two business-zoned parcels fulfil the objectives of CDBG funds?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-765 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Iseke-Lessary-City-Hall-470x264.jpg\" alt=\"Iseke-Lessary City Hall\" width=\"550\" height=\"309\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Iseke-Lessary-City-Hall-470x264.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Iseke-Lessary-City-Hall-768x432.jpg 768w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Iseke-Lessary-City-Hall-1024x576.jpg 1024w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Iseke-Lessary-City-Hall.jpg 2048w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/p>\n<p style=\"text-align: justify;\">Through the years, Caldwell has already used at least $2.4 Million CDBG funds for this controversial\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=BlqXQJ_hHpk\">Hauula Fire Station Relocation <\/a>Project #2000068.<\/p>\n<p style=\"text-align: justify;\">This year\u2019s $1 Million of CDBG funds is <u>in addition<\/u> to Caldwell\u2019s concurrent request of $6.650 Million towards his pet $13 Million project #2000068!<\/p>\n<p style=\"text-align: justify;\">In March 2016, City Council Budget Committee Chair Ann Kobayashi asked the Director of Budget and Fiscal Services Nelson H. Koyanagi, Jr. if they were proud of what they were doing. \u00a0She also chided the Mayor\u2019s actions as \u201cstealing\u201d funds from non-profit groups. City capital projects are customarily funded through the General Fund rather than competing with non-profit servicers for these same\u00a0special federal grants.<\/p>\n<p style=\"text-align: justify;\">Thus, this<a href=\"http:\/\/www4.honolulu.gov\/docushare\/dsweb\/Get\/Document-179298\/dspage01955253468198106965.pdf\"> CDBG theft <\/a>is at the expense of more compelling social services and urgent needs for the most vulnerable homeless, women, youth, and other human services in Oahu. <a href=\"http:\/\/www4.honolulu.gov\/...\/dspage01955253468198106965.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www4.honolulu.gov\/...\/dspage01955253468198106965.pdf&amp;source=gmail&amp;ust=1462699260427000&amp;usg=AFQjCNE5ixaYt2zBidIKfZe_SlpPVb3qzQ\">\u00a0<\/a><\/p>\n<p style=\"text-align: justify;\">Many non-profit organizations with urgent needs\u00a0have lost federal grants because these same\u00a0funds have been siphoned to this extravagant project.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-788 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/05\/homelessness-on-Beretania-470x353.jpg\" alt=\"OLYMPUS DIGITAL CAMERA\" width=\"596\" height=\"448\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/05\/homelessness-on-Beretania-470x353.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/05\/homelessness-on-Beretania.jpg 640w\" sizes=\"auto, (max-width: 596px) 100vw, 596px\" \/><\/p>\n<p style=\"text-align: justify;\">The only reason we can come up with Mayor Caldwell\u2019s intransigent and disjointed\u00a0agenda is he owes this pork $13 Million project to some donors. This\u00a0<a href=\"http:\/\/countrytalkstory.com\/?p=751\">North Shore News&#8217; <\/a>Letter to the Editor\u00a0provides a good brief summary for this conclusion.<\/p>\n<p style=\"text-align: justify;\">Hau&#8217;ula is a small rural town on the windward of Oahu with an existing firehouse. Since 2009, <a href=\"http:\/\/www.hawaiireporter.com\/mayor-carlisle-stop-the-hauula-fire-station-relocation-fiasco\">residents<\/a>\u00a0\u00a0have been protesting against this extravagant $13 Million relocation of its existing fire station to another site, less than two minutes away.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-762 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Country-store-470x264.jpg\" alt=\"EM -Country store\" width=\"605\" height=\"340\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Country-store-470x264.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Country-store-768x432.jpg 768w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Country-store.jpg 960w\" sizes=\"auto, (max-width: 605px) 100vw, 605px\" \/><\/p>\n<p style=\"text-align: justify;\">This project was initiated under the Mufi Hannemann Administration and Fire Chief <a href=\"http:\/\/www.firelawblog.com\/2012\/07\/09\/honolulu-ethics-panel-investigating-fire-ems-merger-contract\/\">Ken Silva <\/a>\u00a0in 2009.<\/p>\n<p style=\"text-align: justify;\">In fact, in 2011, Mayor Peter Carlisle and the Honolulu City Council responded to the local protests and approved $250,000 to fund a study for alternative sites. We don\u2019t know what happened to this $250,000 or how it was used or what the outcome was.<\/p>\n<p style=\"text-align: justify;\">The Honolulu City Council had deleted and defunded Project #2000068 estimated at $13 Million for four years.<\/p>\n<p style=\"text-align: justify;\">Unfortunately, Mayor Caldwell continues\u00a0to ramrod this project through, with Fire Chief <a href=\"http:\/\/www.hawaiinewsnow.com\/story\/25280057\/for-first-time-ever-fire-union-says-no-confidence-in-fire-chief\">Manuel Neves <\/a> as his public relations lobbyist. Needless to say, there should be no &#8220;sacred cows&#8221; spending\u00a0abuse at City Hall.<\/p>\n<p style=\"text-align: justify;\">In August 2014, Mayor Caldwell circumvented the City Council and secretly siphoned another $1.4 Million of Federal HUD Community Development Block Grants (CDBG) that could be used to renovate homeless shelters like any of the following: rehabilitation of <em>Pauahi Hale<\/em>; rehabilitation of <em>Kanoa \u00a0Apartments<\/em>, an affordable housing project in Kalihi; rehabilitation of <em>Bachelors Quarters<\/em>, an affordable housing project in Ewa Beach; acquisition of improved land for the City\u2019s Housing First initiative; and CDBG-eligible public services in connection with the City\u2019s Housing First initiative.<\/p>\n<p style=\"text-align: justify;\">The City Council did not know about this unilateral\u00a0action till shortly before the Mayor\u2019s Press Conference on November 6, 2014.<\/p>\n<p style=\"text-align: justify;\">Mayor Kirk Caldwell vigorously bulldozed this project through, including <a href=\"http:\/\/www.forbes.com\/sites\/instituteforjustice\/2014\/02\/11\/woman-criticizes-honolulus-government-has-her-protest-signs-bulldozed\/#3607346a3fff\">retaliation<\/a>\u00a0by using heavy machines to tear down protest signs on the proposed parcel on May and October of 2013. His\u00a0retaliatory behavior transpired during the pending eminent domain litigation in the Circuit Court.\u00a0\u00a0\u00a0A federal judge ordered the city to pay for the attorney fees for these civil rights violation in June 2014.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-359 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/DSC07929-300x168.jpg\" alt=\"DSC07929\" width=\"607\" height=\"340\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/DSC07929-300x168.jpg 300w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/11\/DSC07929-1024x576.jpg 1024w\" sizes=\"auto, (max-width: 607px) 100vw, 607px\" \/><\/p>\n<p style=\"text-align: justify;\">Caldwell\u00a0also <a href=\"http:\/\/countrytalkstory.com\/?p=237\">retaliated<\/a> by shutting down the Hauula\u00a0Recycling Center that provided a cottage industry for this low-and-moderate income community. On October 21, 2013\u00a0city county workers\u00a0installed a &#8220;No Trespass&#8221; sign to block the entry to the private recycling\u00a0business to shut it down.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-254 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2013\/10\/DSC08040-300x168.jpg\" alt=\"DSC08040\" width=\"593\" height=\"332\" \/><\/p>\n<p style=\"text-align: justify;\">Ironically, the homeless recycle\u00a0by collecting cans and bottles in Hauula to buy a hot meal daily. Many do not own vehicles. The next nearest recycling center is now in Haleiwa (about a 40 minutes bus ride).\u00a0\u00a0 Even then, City buses do not allow bags of cans and other recyclables on board.<\/p>\n<p style=\"text-align: justify;\">Caldwell\u2019s decimation of the last two commercial-zoned lots shut out significant economic opportunities for local small business start-ups such as small country stores, recycling, and farmer\u2019s market. Hauula neighbors have tried to sell the fish they catch, pastele, flower leis, laulau plates and other products on Hau\u2019ula road shoulders only to be promptly chased away by the police for zoning violations.<\/p>\n<p style=\"text-align: justify;\">Decimating the last two commercial-zoned parcels <u>contradicts<\/u> the core purpose of CDBG funds \u2013 Mayor Caldwell is hurting entrepreneurial options for this\u00a0low-and-moderate income\u00a0community.\u00a0Economic opportunities are quashed.\u00a0The welfare of this low-and-moderate income rural community worsens. HUD CDBG funds are meant to improve lives and economic opportunities, not create more hardships and problems for its fund recipients. The people are asking for &#8220;bread&#8221; but Mayor Caldwell\u00a0is forcing &#8220;cake&#8221; on them.<\/p>\n<p style=\"text-align: justify;\">Three Hauula\u00a0kupuna \u2013 octogenarians <a href=\"http:\/\/www.hawaiireporter.com\/stop-hauula-fire-station-relocation-shibai\">Marvin Iseke<\/a>,\u00a0\u00a0Alice Ubando,\u00a0and Shirley Ann Lessary are fighting the Mayor for due process, social and economic justice for their low-and-moderate income community.\u00a0They have collected over 1,400 signatures\/letters petition against it.<\/p>\n<p style=\"text-align: justify;\">They have a pending lawsuit in the federal court against the City of Honolulu.<\/p>\n<p style=\"text-align: justify;\">It\u2019s premature for Mayor Caldwell to ask for this extravagant amount when there is an ongoing lawsuit from concerned citizens and years of protests from the most affected citizens. The process and circumstances surrounding this extravagant project were flawed, filled with capricious circumstances, arbitrary actions, and nefarious manipulations.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-753\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Mayor-recycle-470x264.jpg\" alt=\"Mayor recycle\" width=\"620\" height=\"348\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Mayor-recycle-470x264.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Mayor-recycle-768x432.jpg 768w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Mayor-recycle-1024x576.jpg 1024w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/Mayor-recycle.jpg 2048w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/p>\n<p style=\"text-align: justify;\">Most residents are not against new buildings but this project is grossly political and illogical. Many in the firefighting profession, including former fire commissioners and retired fire captains, are scratching their heads over this too. Even the civil emergency leaders have questioned this new\u00a0location by the tsunami inundation zone.<\/p>\n<p style=\"text-align: justify;\">Many are of the sentiment that Mayor Caldwell is forcing this $13 Million fire station relocation project\u00a0to reward his donors with big contracts. (Thus far, about $3.75 Million have been expended on this project.)<\/p>\n<p style=\"text-align: justify;\">Some egregious mismanagement include the following:<\/p>\n<p style=\"text-align: justify;\">The Mayor hired \u201cexpert\u201d consultant from Oakland California (!) to claim that the \u201cEwa Beach Fire Station\u201d model (built in January 2013} for Oahu\u2019s growing Second City as \u201cvery appropriate\u201d for the small rural community of Hauula. \u00a0This contradicts the Ko\u2019olauloa Sustainable Communities Plan \u2013 The\u00a0Keep the Country Country region.\u00a0 <a href=\"http:\/\/countrytalkstory.com\/?p=283\">Rural Hauula<\/a>\u00a0\u00a0is not Second City Ewa.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-760 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Hauula-Kapolei-470x264.jpg\" alt=\"EM -Hauula-Kapolei\" width=\"579\" height=\"325\" srcset=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Hauula-Kapolei-470x264.jpg 470w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Hauula-Kapolei-768x432.jpg 768w, http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/EM-Hauula-Kapolei.jpg 960w\" sizes=\"auto, (max-width: 579px) 100vw, 579px\" \/><\/p>\n<p style=\"text-align: justify;\">The Mayor hired another \u201cexpert\u201d consultant to claim that the City needed to build a bigger fire station to house bigger fire engines in Hau\u2019ula:<\/p>\n<p style=\"text-align: justify;\">\u201c . . . <em>fire engines have gone from being 8-feet wide, 25-feet long, weighing 9 tons to being 8 feet wide, 32-feet long, and weighing 23 tons. As fire apparatuses continue to increase in size, providing for access, and enough space for circulation and maneuvering have become important issues for fire station design.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">But the \u2018expert\u2019 does not\u00a0consider that existing country roads in rural Hau\u2019ula have not increased in size! Hau\u2019ula has existing problems with small and narrow country roads that smaller city garbage trucks\u00a0cannot even ingress or egress. Garbage trucks also have trouble with low-hanging electrical lines.<\/p>\n<p style=\"text-align: justify;\">The Plaintiffs live next door to this proposed site\u00a0but the city&#8217;s\u00a0hired Environmental Assessment (EA) consultant never consulted with them or told them about this project in their EA review.<\/p>\n<p style=\"text-align: justify;\">An average firehouse costs $5 Million to build. Why destroy the &#8220;Country&#8221;\u00a0by\u00a0foisting a huge $13 Million firehouse onto small town Hauula that already has an existing station?<\/p>\n<p style=\"text-align: justify;\">The irreparable damages that this Caldwell project will create in this little rural town are immense.<\/p>\n<p style=\"text-align: justify;\">Does rural Hauula truly need a $13 Million relocation project\u00a0to replace its existing firehouse?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-757 aligncenter\" src=\"http:\/\/countrytalkstory.com\/wp-content\/uploads\/2016\/03\/KTCC-Apron-470x264.jpg\" alt=\"KTCC-Apron\" width=\"573\" height=\"322\" \/><\/p>\n<p style=\"text-align: justify;\">Why is\u00a0Mayor Caldwell hell-bent on destroying the &#8220;Keep the Country Country&#8221;?<\/p>\n<p style=\"text-align: justify;\">Which non-profit group could use $1 Million of Federal HUD CDBG funds this year?<\/p>\n<p style=\"text-align: justify;\">Is $6.650 Million towards this $13 Million extravagant and controversial fire mansion a fiscally prudence request for this budget year?<\/p>\n<p style=\"text-align: justify;\">The Honolulu City Council must provide the \u201cchecks and balances\u201d leadership as the public obviously cannot depend on Mayor Caldwell.
